Recreational Craft Directive (RCD)

European Certification Bureau Nederland takes care that companies will receive the right test and certification to bring their product on the European market. By showing the products meet the international standards, the producer shows that he has produced conform the international accepted standards. 

For recreational crafts of 2.5 to 24 metres the Recreational Craft Directive (RCD) is applicable.

The producer or his authorized representative should mark these crafts with a CE-mark, after concluding that these are produced conform the requirements.
 

The Recreational Craft Directive is valid since 1996. This directive intent to discontinue the trade barrier between the members of the European Economic Area (E.E.A.) by setting minimum safety requirements.
    
With the introduction as amended by 2003/44/EG the directive is also applicable for waterscooters. Requirements concerning noise and exhaust emissions are also introduced. The five components (named in Annex II of the directive) should also be tested and certified conform the requirements.

 

ECB survey, audit and certification process
The activities of ECB Certification are performed in two phases.

Some projects are not intended to go further than the first phase. Many investigations and report can be made on several subjects. These services are aimed at determining compliance.

The certification is aimed at a long-lasting relation with the client.

 

1          Investigation phase 

1.1         Documents investigation  

ECB audits the documentation and reports the status to the applicant.
1.2         Inspections / audits

The compliance of the product or organisation with the documentation and the applicable requirement is determined. ECB reports the status to the applicant.
1.3         Final report  

ECB draws up a final report that states the compliance of the investigated product or organisation with the applicable requirements.

2          Certification phase

Based on the ECB file and reports ECB will take the decision to grant certification.

2.1         Certification contract

The applicant and ECB sign the certification contract. This contract states the relation between the applicant and ECB during the time the certification is valid.

3          Periodical re-evaluations  

ECB performs periodical re-evaluations to determine the constant compliance with the requirements for certification.

These prices are certification cost and are based on a complete Technical File that can be inspected by ECB for approval.
Inspection time is invoiced at 135,-- € per hour ex VAT and travelcost.
